The Opportunity: CACI is seeking a User Provisioning Lead to support the VA under the iFAMS O&M contract. This individual will oversee how users request, receive, change, and relinquish access to iFAMS, supporting a rapidly expanding user base (5,000–22,000). The role includes automation design, security model development, and direct collaboration with VA stakeholders, CACI leadership, IAM teams, and application owners. A major responsibility is transforming manual provisioning processes into efficient, controlled, sustainable automated workflows, with strong preference for experience using Microsoft Power Platform (Power Automate, Power Apps). Responsibilities
- Lead and manage iFAMS user provisioning activities.
- Modernize manual provisioning processes using automation (Power Automate, Power Apps).
- Evaluate roles, permissions, identity sources, and approval workflows.
- Recommend and implement enterprise access control models (RBAC, ABAC, least privilege).
- Collaborate with VA business, cybersecurity, IAM, and technical teams.
- Support production stability, issue resolution, and operational continuity.
- Develop documentation, workflows, business rules, and implementation plans.
- Assist with testing, change management, training, and phased rollout.
Qualifications
Required:
- Experience supporting enterprise applications in an O&M environment.
- Deep knowledge of iFAMS Security.
- Knowledge of identity, authentication, authorization, and access control concepts.
- Experience assessing access models and identifying security or operational gaps.
- Understanding of RBAC, ABAC, least privilege, separation of duties, and privileged access.
- Ability to translate business roles into permissions, entitlements, and approval requirements.
- Experience supporting or implementing Momentum in a federal environment.
- Ability to obtain and maintain a T2 Public Trust.
- BA/BS in Business, Computer Science, Information Systems, or related field.
Desired:
- Experience supporting VA applications or VA Financial Services Center.
- Familiarity with VA governance and production support practices.
- Experience designing enterprise access control or application security models.
- Familiarity with identity governance platforms, SSO/MFA, and automated provisioning.
- Experience with audit aligned role models, entitlement catalogs, and access matrices.
- Knowledge of Zero Trust identity and access principles
