TESOL Technical Officer II, OPEN Content Development and Monitoring & Evaluation - FHI 360

Job Summary:

FHI 360 designs and implements English language programs for learners around the world, strengthening job and technical skills and education systems in support of global workforce development and economic opportunity. The Online Professional English Network (OPEN) Program creates openly licensedlearningresources for English as a Foreign Language (EFL) educators, including intensive 8-week asynchronous online courses, Massive Open Online Courses (MOOCs)and live webinars. OPEN also creates materials to support the English language acquisition of learners and professionals.This project is funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (ECA/A/L).

We are seeking a Technical Officer II toprovidea range of technical and administrative services to support project implementation.This position reports to theAssociate Director forOPEN Content Developmentand works closely with other Technical Officers and program staff at FHI 360 and with ECA/A/L to support the implementation of the OPEN Program, specificallysupporting the development ofonline courses in a variety of formats geared towardEnglisheducators, learners and professionalsandAmerican English Livewebinars, in addition to supporting the program’s monitoring and evaluation initiatives.The TESOL Technical Officer IIprovides technical support services to assigned projects under supervision toensurelearningresourcesmeetprogram standardsforTESOL content, Instructional Design, Creative Commons Licensing, and Section 508 Compliance.Additionally, the Technical Officer will coordinateandmonitor execution ofthe drafting, deployment, analysis, and reportingfor all award-required monitoring and evaluation activitiesforcourses and virtual exchanges.As such,the Technical Officer willserve as the primary liaison forECA’sDomesticMonitoring and Evaluation(DOME)team, contributing to annual project monitoring plans andbiannual M&E reporting.

Works closely with OPEN program staff, partners, andsubject matter experts(SMEs)to ensure activities are implemented according to standard operating procedures (SOPs), ensuring project implementationremainstechnically sound and adheres to program standards agreed upon with the funder:

• As assigned to leadnew contentdevelopment projects,ensures project activities are on track with work plans and contractual requirements, with technicalexpertiseinforming project implementation. Communicates withSMEsto ensure that project milestones are completed on time and up to program standards.
• In collaboration with Technical Officers and project leadership,writestechnical reports tofacilitatebest practices,policiesand procedures, including but not limited to guidelines and standards for curriculum development and open licensing.
