Job Description and Duties
This position is located at the DMV Headquarters in Sacramento. DMV’s Information Systems Division (ISD) is seeking a dynamic Technical Section Manager responsible for the strategic coordination of DMV’s DL/ID Modernization Phase. Under the general direction of the Project Director, CEA B, the Information Technology (IT) Manager II will be a member of the ISD senior leadership team and serve as the core project leadership team of the DMV’s Enterprise Modernization Project (DxP). This position has full management responsibility for organizing, planning, directing, coordinating, and managing all activities associated with the Modernization Project.
Job Duties/Responsibilities: The following includes the essential duties/responsibilities of this job position:
- Oversee & manage scope, resources, and schedules for all aspects related to enterprise technology modernization.
- Plan, implement, and coordinate project activities with internal/external stakeholders, oversight agencies and vendor teams.
- Provides expert knowledge assistance in implementation services evaluation and selection, and manage contract negotiations with software, hardware, and service vendors.
- Oversee project budget and develop appropriate fiscal controls.
- Review and evaluate project plans; monitor project progress and determine appropriate actions to ensure delivery of new software releases and other deliverables on schedule.
- Oversee modernization architect, framework, deliverable, environment, and data analytics activities.
- Organize project activities including initiating project infrastructure, coordinating project team logistics and facilities, and coordinating required start-up procurement and installations.
- Review and evaluate project deliverables, including advising the project sponsors and stakeholders on recommendations made by the vendor/contractor concerning system architecture and implementation strategies and plans.
- Oversee the development, testing, and delivery of training for customers/end users on the new software applications and reengineered business processes.
- Responsible for facilitating collaboration between all involved business stakeholders, vendor partners and control agencies to ensure the success of the project.
- Represent DMV by testifying before committees, control agencies, review boards, and/or the legislature.
