The Enterprise Architect will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This senior-level role provides highly advanced consultative services and technical assistance in support of CPA's Statewide Fiscal Systems team, encompassing the CAPPS HR/Payroll, Financials, STARR, and ancillary system components. The selected candidate will be responsible for enterprise technology vision and strategy, technical operations oversight, contract management support, and service desk governance across the CAPPS ecosystem. This position requires extensive cross-functional coordination with internal CPA stakeholders, external CAPPS customer agencies, and contracted vendors to ensure cohesive, standards-compliant technical execution. The candidate must be adaptable and prepared to learn and integrate new systems and platforms as directed.
Responsibilities
- Develop and maintain the long-term enterprise technology roadmap for CAPPS systems, data, and platforms, ensuring architectural decisions support CPA's business goals and prevent duplication or unnecessary complexity.
- Provide architectural leadership for digital transformation, cloud migrations, modernization efforts, and large-scale projects as directed by the CAPPS Product Manager.
- Oversee technical decision-making for the CAPPS Technology Operations section, serving as the primary escalation point for complex technical issues and managing team assignments, performance, and project delivery.
- Coordinate all technical activities between the CAPPS Technology Operations Team, internal CPA stakeholders, external CAPPS agencies, and contracted vendors including the Managed Services provider.
- Ensure all digital products and content meet WCAG 2.1 accessibility standards, including regular compliance reviews and remediation of identified accessibility issues.
- Assist with contract management oversight responsibilities, including IT control audits, security compliance, technical reviews of workflows and automation rules, and support for SLA monitoring and environment analysis.
- Review and provide approval recommendations for technical deliverables related to CAPPS architecture, the System Development Lifecycle, Disaster Recovery, Security Plans, and future technology planning.
- Oversee and support technical upgrades including PeopleSoft image, PeopleSoft Fluid, PeopleTools, and other software publisher upgrades.
- Manage and oversee the CAPPS Service Desk (BOSSDesk), including design, configuration, testing, and software administration support.
- Participate as a technical advisor during CPA procurement cycles for CAPPS-related products and services, supporting research, solicitation development, and evaluation activities.
