The CAPPS HR/Payroll Senior PeopleSoft Functional Analyst will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role provides highly advanced, senior-level consultative services and functional assistance in support of the CAPPS HR/Payroll tower, serving a large network of Texas state agencies. The analyst serves as first-line Level 2 support for complex, high-profile agencies with statutory service requirements and functions as a subject matter expert across PeopleSoft HCM modules including HR, Payroll, Time and Labor, Commitment Accounting, and Recruit. The position operates under minimal supervision, requiring independent judgment, cross-functional collaboration with agency personnel, managed services vendors, and CPA IT teams, and adherence to established change-control and ITIL-based processes.
Responsibilities
- Provide first-line Level 2 support for complex, high-profile agencies, including intake assessment, advanced troubleshooting, configuration changes, data corrections, and incident escalation in coordination with the Managed Services Tier 3 vendor.
- Serve as the functional subject matter expert for the CAPPS HR/PY tower, covering Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, and HR Security.
- Create, review, and manage Functional Design Documents (FDDs) and perform functional configuration changes using PeopleSoft delivered features such as Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
- Apply technical skills in Application Designer, Integration Broker, SQR, SQL, and BI Publisher to support functional responsibilities and resolve integration-level issues involving APIs, imports/exports, and middleware.
- Manage tools and environment components including PUM, Change Assistant, Fluid UI, Elasticsearch, lifecycle management, selective adoption, and data migration.
- Oversee and coordinate the Fiscal Year-End process at a statewide level, including cyclic processes such as calendar year-end, 1095-C creation and distribution, legislative changes, federal mandates, and third-party integrations.
- Ensure CAPPS compliance with the Family Medical Leave Act (FMLA), WCAG 2.1 accessibility standards, ITIL principles, and applicable State of Texas HR policies and federal labor laws.
- Participate in Major Incident Management (MIM) for P1 and P2 incidents, Disaster Recovery and Upgrade Testing activities, and annual SOC-1 attestation audits.
- Maintain incident management records in systems such as ServiceNow and BOSSDesk, gather and present data in support of audits and open records requests, and prepare and deliver executive-level presentations including at CAPPS User Groups and the CAPPS Steering Committee.
