SAATHII and its consortium partners are implementing Project Subhiksha+. India world's 4th highest number of incarcerated populations, with annual turnover of 2.1 million (as per NCRB report 2021) inmates. HIV Sentinel Surveillance Plus 2021 reported 1.93% HIV prevalence among inmates which is higher than the other key population such as ANC (0.22%), Migrants (0.89%), Truckers (1.00%) and Female Sex Workers (1.85%). And 0.34% prevalence of Syphilis among the inmates. Recognizing these risks, the National AIDS Control Organization (NACO) has categorized the prison population as High-Risk Group (HRG) and scaled up HIV prevention, care and treatment interventions in prisons and OCS in the past five years. SAATHII and its consortium partners are implementing Project Subhiksha+ across 24 states and union territories under Global Fund phase III grant (2021-2024) to support India's progress towards 95-95-95 goals and ending AIDS among the incarcerated population. The project will be implemented at a total of 1391 facilities covering 952 Prisons and 439 Other Closed Settings (OCS) across 24 states and Union territories. The 24 states and Union territories are Tamil Nadu, Puducherry, Andaman & Nicobar Islands, Kerala, Lakshwadeep, Andhra Pradesh, Telangana, Karnataka, Maharashtra, Goa, Gujarat, Daman & Diu, Dadra Nagar Haveli, Madhya Pradesh, Rajasthan, Himachal Pradesh, Punjab, Chandigarh, Jammu & Kashmir, Ladakh, Delhi, Haryana Uttarakhand, and Uttar Pradesh.
