Large programs in regulated environments don't fail because of bad strategy. They fail because the feedback loops break and nobody names it until the damage is done. For 20-plus years across IBM, American Express, USAA, and PayPal, I have run delivery for portfolios where the margin for error is low and the stakes are real. At American Express, I held concurrent RTE, Product Owner, and TPM accountability across 25-plus teams and 60-plus global markets, managing $25M-plus in annual investment. PI Predictability went from 68 percent to 92 percent. Carryover went from 45 percent to zero. Zero audit failures across all managed portfolios. The through line is not the framework or the certification. It is the operating discipline: clear priorities, visible constraints, explicit decision points, and a cadence that makes the next right action obvious. I founded Threshold Advisory in 2026 to bring that discipline to organizations operating under volatility, complexity, and regulatory pressure.
